09:31 fluffywolf since I've pretty much given up on finding a timing pulley with the right bore, how hard is it to bore one out larger? I currently lack lathe tooling, but that's the only way I can think of to enlarge the hole with the precision needed...

09:36 fluffywolf I'm CNCing a chinese mill-lathe combo. it has 12mm ends on the leadscrews. I have the original XL pulleys, but the steppers I got have 14mm shafts with HTD pulleys on them.

09:37 fluffywolf I can't find any XL pulleys with 14mm keyed bores, and I lack any way to cut a key.

18:12 fluffywolf Raccoon: using a small 12V gearmotor and a screw might work quite well... screws give you a whole lot of force multiplication. mount a piece of threaded rod on the motor shaft, then a nut on a bracket that keeps it from rotating, with the cable attached.
18:13 fluffywolf Raccoon: there's also pneumatics and hydraulics... if this is for occasional use only, and only needs to apply full wheel-locking force, a disposable co2 cartridge, a solenoid valve, and a little ram will apply enough force to snap the cable if you size it wrong...

18:15 fluffywolf some car door lock actuators put out a good amount of force, but I suspect their duty cycle is inadquate. a cable window regulator motor would work, but might be bulky - I don't know how small you're trying to make this.
