12:21 furrywolf california emissions laws measure emissions as a percentage of tailpipe gasses, rather than grams/mile or other units... and when you're burning so little fuel, there's very little emissions, but the percentage is higher.
12:22 furrywolf they'd need to add urea injection to make it pass, which subaru says is an unacceptable cost and hassle for buyers, and would kill sales.
