09:43 PM rue_mohr: I recommend pre-loading the PLCC pads with solder using a hand iron, then putting the board on a clothes iron with the chip in place, using a heat gun to bump the temp enough to make it 'sit' in the solder, then carefully transporting the board to a cool surface (use needle nose pliers to grab it between the hole and the edge)

09:45 PM rue_mohr: make sure the plcc is soldered down ok, then put the crystal and crystal caps on. solder in the reset button and the pullups under it, do the power LED *, and the 74373 under the ROM
09:46 PM rue_mohr: burn the blink rom, it blinks all of port 1
09:48 PM rue_mohr: put a white or blue (low current) LED on any pin of port 1 (to ground), you do not need a current limiting resistor because all of port 1 is just pullup resistors in the chip. drop the ROM in the pcb holes (no socket) and apply pressure in any direction to make the pins contact, while applying power. The LED should flash, if it does, "all" the connections are ok,
