23:07 katsmeow-afk just overbuild all the existing drinking water treatment plants along the rivers, and when the river level is high enough for adequate barge traffic, open the treatment plant wide open and pump the water 100 miles or more away into a lake or 2-way well
23:08 katsmeow-afk once the river is refilling after the drought, keeping it to some level above minimim isn't hurting anything, until the aquifers/lakes are recharged
