4090:  Can't open relocation file

     Explanation:  CA-Clipper/Exospace is unable to create a temporary
     file for relocation information.  You either do not have enough memory;
     or, if you are on a network, you do not have write access to the current
     drive.

     Action:  Use the TMP environment variable to specify a directory for
     the temporary file.
