  Function : Resume overlay manager operations

  Syntax   : BLIOVLRES()

  Return   : None

  This function resumes overlay manager operations following an overlay
  manager suspend call. The overlay manager will reinitialise itself,
  reopen the overlay file(s), and resume processing overlay calls.
